Prof. Malloy publishes chapter on “European Regime and the Applicability of the UN Declaration”

IMG_5785The recently published book, The United Nations Declaration on Minorities – An Academic Account on the Occasion of its 20th Anniversary (1992-2012), celebrates the anniversary of the UN Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities.

Edited by Ugo Caruso and ECMI Executive Board Vice-Chairman Prof. Rainer Hofmann, this volume offers readers a comprehensive review by various scholars in the field on the value and impact of the standards formulated in the Declaration.

In her chapter “The European Regime and the Applicability of the UN Declaration”, ECMI Director Prof. Tove Malloy seeks to shed light on the UN Declaration’s application in Europe with specific focus on Belarus, France and Greece.

Furthermore, Prof. Malloy questions whether the United Nations system of minority monitoring actually steps in where the European minority rights regime is unable to reach.

Ugo Caruso, LL.M. (Torino) is Associate at the United Nations System Staff College (UNSSC) and former researcher at the European Centre for Minority Issues. He is also a member of the International Law Association, Italian Branch.

Rainer Hofmann, Dr. iur. (Heidelberg) is Professor of International and European Law and Public Law at the Johann Wolfgang Goethe University of Frankfurt am Main and former President of the Advisory Committee on the Council of Europe’s Framework Convention for the Protection of National Minorities.
